This building is a warehouse that previously housed the Cape Cod Potato Chips storage. At present, a woodworking/finishing operation appears to occupy the building. During my Iinspection, I noted three workers (inmates from the House of Correction) spraying wooden materials with flammable polyurethane. The were working in a non-conforming spray booth constructed of polyethylene plastic and two-by-three wooden studs. The walls were also constructed of plywood. All interior finishes of this "booth" were coated with urethane overspray. The ventilation system was inadequate and was being projected into a tractor/trailer unit to avoid spray being distributed to the air. The workers in the "booth" were wearing dust type masks and were not wearing respirators of any kind. In addition, I witnessed one of the workmen in the act of spraying and he was smoking a cigarette. When questioned, the workers seemed unfamiliar with the flammable characteristics of the urethane and appeared genuinely surprised at my concern. I have subsequently ordered the operation ceased and I have contacted the Building Department. OCT 03 '96 14:16 BARNSTABLE FIRE DEPT P.3 I am notifying you because I feel that a significant health and life safety danger exists there. The owner plans to utilize a non-flammable paint in the future and I feel that adequate ventilation issues should be addressed. As workers are allegedly from the House of Correction, I will be forwarding a copy of this letter to Sheriff DeMello. I respectfidly request that you investigate this situation as soon as possible. SHELDON BUCKINGHAM December 9, 1986 Mr Michael Fandel Century 21 250 Barnstable Road Hyannis, MA 02601 re: Sewer Connection Request, Building Committee, DAV Chapter 96 Cape Cod Dear Mr Fandel: The DPW Commission and staff have reviewed your request for a sewer connection to the force main in the vicinity of Phinney's Lane and Old Route 132. The DPW Commission voted unanimously to deny your request, upon recommendation from the Town Engineer that it is poor design practice to connect to a force main. The Commission also wishes to inform you that, although the location for your proposed building is within Contract Area 20 of the Wastewater Management Plan for construction of gravity mains, there is no guarantee that sewers will ever be extended to that area. At best, it is likely to be a number of years before such construction might take place and at worst, construction may not ever occur due to insufficient capacity at the wastewater treatment plant.
