PROJECT NARRATIVE
The site is located at 180 Pinquickset Cove Circle, Barnstable, MA [Map 005 - Parcel 071]. The property
is within a FEMA flood zone AE with Base Flood Elevation of 11.0’. There is a Salt Marsh and Coastal
Bank on the western part of the property and resource areas and their associated buffers are shown on the
Existing Conditions Site Plan. The site is currently improved with a single family dwelling, detached
garage/guest house, wood deck and stairs, gravel driveway, stone terraces, swimming pool, fencing, lawn
area, landscape planting, and access to existing dock.
The proposed project seeks to make improvements to the site, including relocating a door pedestrian on
the garage/guesthouse from the west to the north side of the building, demolition and reconstruction of the
wood deck and stairs, removal of the existing granite block walls, removal of the existing wood fence
around the pool, demolition and reconstruction of stone terrace below deck and stone pathways between
main house and guest house, installation of a spa tub, stone steps, and outdoor kitchen area, removal of
portion of pool terrace, removal of non-native planting, crushed stone, and mulch beyond pool, and
installation of native planting as mitigation beyond pool area.
No changes will be made to the main house nor to any topography on site. All proposed improvements
will be located within areas that are currently paved or lawn area and will not be any more detrimental to
the adjacent wetland resource areas that the current condition. The removal of the non-native planting,
gravel, and mulch bed and replacement with native plantings will improve the habitat in the 50’ buffer
zone and provide improved filtration of stormwater.
As shown on the accompanying plans, the Limit of Work line has been established as close to the
proposed disturbances as possible. A hay bale and sedimentation barrier will be installed along the Limit
of Work to prevent sedimentation flow into the resource area during construction.
Buffer zone to Salt Marsh
The majority of the proposed work is located outside of the 100-ft buffer zone associated with the existing
salt marsh. The proposed work within the buffer zone is limited to the installation of mitigative plantings
located on the westerly side of the existing pool area. This work will consist of the installation of native
shrubs and perennials. The plantings will serve to improve the existing buffer zone and the habitat that it
provides.
Coastal Bank
The site contains a coastal bank located between Pinquickset Cove and the developed portion of the
property. A portion of the work will occur on the bank itself. The work includes an area that is
approximately 10-ft long and will consist of removing a non-native hedge and replacing it with native
shrubs and plantings as shown on the proposed plan. In addition, a portion of the work will occur within
the 50-ft buffer zone to the coastal bank and all of the work will occur within the 100-ft buffer zone
associated with the coastal bank. Since all of the work will occur over a previously developed area, the
majority of which is currently a patio, it will not have any impact on the stability of the existing coastal
bank. In fact, the proposed mitigative plantings will serve to better protect the integrity of the coastal
bank and reduce the risk of erosion.

Land subject to coastal storm flowage
The proposed mitigative plantings will be constructed within the 100-year flood plain. There are not
plans to change the existing topography, as a result there will be no impact to the flood storage capacity of
the subject property. The proposed mitigative plantings will improve the integrity of the coastal bank and
the 100-year flood plain, as a result they will serve to reduce erosion an provide additional storm damage
prevention within the resource area.

Step 3/Individual Activity Fee: Identify each activity fee from the six project categories listed in the instructions.
Step 4/Subtotal Activity Fee: Multiply the number of activities (identified in Step 2) times the fee per category
(identified in Step 3) to reach a subtotal fee amount. Note: If any of these activities are in a Riverfront Area in
addition to another Resource Area or the Buffer Zone, the fee per activity should be multiplied by 1.5 and then
added to the subtotal amount.
Step 5/Total Project Fee: Determine the total project fee by adding the subtotal amounts from Step 4.
Step 6/Fee Payments: To calculate the state share of the fee, divide the total fee in half and subtract $12.50. To
calculate the city/town share of the fee, divide the total fee in half and add $12.50.
