Project Overview On behalf of the Town of Barnstable, Massachusetts (Town), Foth Infrastructure and Environment, LLC (Foth) presents the following information in support of a Notice of Intent application for the Barnstable Conservation Division and Massachusetts Department of Environmental Protection (DEP). The Town is proposing to perform maintenance repairs to the existing licensed 680-foot steel bulkhead located along the shoreline of Bismore Park on Hyannis Inner Harbor in Barnstable, Massachusetts. See below for driving directions to the project site: Traveling East on US-6 Take exit 68 From US-6 E towards MA-132 S/Iyannough Road. In 0.2 miles, stay right to merge onto MA- 132 S/Iyannough Road towards Hyannis. Continue straight for 2.8 miles to Airport Rotary and take the second exit onto Barnstable Road. Once on Barnstable Road, in one mile continue onto Ocean Street and in 0.3 miles Bismore Park will be on the left. Traveling West on US-6 Take exit 72 for Willow Street towards West Yarmouth. In 1.2 miles, continue onto Yarmouth Road. In 1.4 miles turn right onto Main Street then in 0.3 miles turn left onto Ocean Street. Once on Ocean Street, continue 0.3 miles and Bismore Park will be on the left. Figure 1: Project Location Map Lewis Bay Hyannis, MA Project Location Foth · 2 Figure 2: Project Site Map In 2018, Foth prepared an inspection report for the Town with a recommendation to begin the permitting process for repair and/or replacement of the Bulkhead in 2022. The Bulkhead was re-inspected by Collins Engineers, Inc. (Collins) in 2023. Findings from the inspection indicate a remaining useful life of 20 years for the Bulkhead with rehabilitation and repair. The recommended repairs resulting from the reports include sheet pile plating corrosion repairs, epoxy recoating to the air-exposed section of the Bulkhead, and the installation of anodes to extend the service life of the existing sheet pile Bulkhead. These repairs are being proposed by the town to maintain the existing bulkhead located along the shoreline of Bismore Park. 2. Existing Conditions Located at 180 Ocean Street in the village of Hyannis in the town of Barnstable, MA (Map 326 Parcel 68), Bismore Park is situated along the Hyannis Inner Harbor shoreline which outlets to Lewis Bay. The project site serves as a public and commercial boating facility with six (6) timber piers with finger floats that extend from the Bulkhead. The park is used for parking and loading by boaters, Hy-Line passengers for the Hyannis to the Island ferries, commercial use by fishermen to on and offload their catch, and by the Town to hold events. The park also provides a pop-up space for artists to showcase a variety of art during the Summer months. The project site is located in the vicinity of several coastal resources including Land Under the Ocean and Land Subject to Coastal Storm Flowage. The bulkhead has been previously authorized as shown on Department of Environmental Quality Engineering (DEQE) Plan No. 1858, Appendix J. The Bismore Park Bulkhead (the Bulkhead) is comprised of a ±680 ft long coated steel sheet pile Bulkhead with a concrete cap. The Bulkhead is anchored with an external 12 in x 12 in timber wale and 1 in diameter tie rods spaced approximately 6 ft apart. Timber fender piles with varied spacing are in place to protect the Bulkhead from vessels along the entire length with an upper and lower timber fender wale. Anodes 34 in long x 6 in wide x 6 in high are spaced approximately 5 ft on center and are located just below Mean Low Water (MLW). Please see the project plans in Appendix A for additional information. 3. Proposed Conditions The proposed project addresses the repairs to the existing coated steel Bulkhead recommended in Foth’s inspection report as described above. The repairs include sheet pile plating, epoxy recoating to the exposed section of the Bulkhead, and the installation of anodes to repair notable sections of corrosion and extend the service life of the existing sheet pile Bulkhead as depicted on the project plans in Appendix A. Due to the nature of the repairs servicing the existing licensed Bulkhead, the proposed conditions will not alter the existing footprint of the Bulkhead at the project site. Construction sequencing and methodologies for the repairs are outlined below in sections 5 and 6.2 respectively. Foth · 3 The proposed repairs will be against the existing bulkhead and will not impact the site resource areas; there are no permanent resource impact areas for the project. The contractor will work from the southern end of the site repairing corroded areas along the wall as they are identified. 3.1 Steel Plating As part of the Bulkhead inspection performed by Collins, ultrasonic thickness (UT) readings were collected along the length of the Bulkhead at varying elevations to determine the thickness loss due to corrosion to calculate the Bulkhead's current maximum load capacity. The results of the UT testing showed that several areas along the Bulkhead need to be reinforced with steel plating to provide additional steel thickness to return the design load capacity to the Bulkhead. Areas of the Bulkhead showing UT greater than 0.125 inches (in) of section loss require a steel plating treatment. The table below provided by Collins shows a summary of the results of the UT testing: *Bismore Park Structural Analysis Letter – Collins Engineering, Inc. (2023) The Bismore Park Structural Analysis Letter provided by Collins samples section loss at every 50’ of the Bulkhead. The Collins UT readings provided insight that steel plating will be required along the length of the Bulkhead but additional UT readings are required on every sheet to identify plating areas. During construction, UT readings will be recorded below the waterline, in the splash zone, and above the water line and areas with greater than 0.125” of section loss identified for repair. The replating treatment will consist of removing any remaining coating using a wire brush with a vacuum to expose the bare steel and ensure no debris enters the waterway, followed by the welding of a 0.25 in thick steel plate with a 6 in overlap to the corroded areas of the existing Bulkhead. Total steel plating repairs are to be determined based on the available remaining project budget, the contractor will work from the southern end of the site repairing corroded areas along the wall as they are identified until the project budget is depleted. 3.2 Epoxy Recoating The Bulkhead inspection performed by Collins showed that the entire length of the bulkhead has a significant loss of coating above the waterline. Epoxy recoating will consist of removing any unsound coasting using a wire brush with a vacuum to expose the bare steel and ensure no debris enters the waterway followed by an application of a marine-safe splash zone epoxy coating. The epoxy recoating Foth · 4 treatment will be applied between the top of the Bulkhead (±5.5’ NAVD88) and 2 feet above MLW (±0’ NAVD88) by divers along the entire length of the bulkhead. 3.3 Splash Zone Epoxy Recoating The Bulkhead inspection performed by Collins showed that the entire length of the bulkhead has a significant loss of coating within the splash zone. Splash zone recoating will consist of removing any unsound coating using a wire brush with a vacuum to expose the bare steel and ensure no debris enters the waterway followed by an application of a marine-safe splash zone epoxy coating. The splash zone recoating treatment will be applied between 2 feet above MLW (±0’ NAVD88) and 6 inches below MLW (±- 2.5’ NAVD88) by divers along the entire length of the bulkhead. 3.4 Replacement Anodes To support the reduction in the corrosion rate of the Bulkhead, a series of replacement aluminum anodes will be installed on the bulkhead at approximately mid-depth between MLW and mudline on every third outer belly of the Bulkhead. Each anode will be welded by divers to the respective outer belly of the steel sheet bulkhead. The anodes have an anticipated service life of approximately 20 years, replacing the existing anodes current attached to the Bulkhead. 4. Alternatives Analysis Several alternatives were considered throughout the design process in order to develop a repair option that both complies with regulatory requirements and best meets the needs of the park. Please see below for a summary of the considered alternatives including: · No-Build · Bulkhead Repairs · Bulkhead Oversheeting No-Build The No Build alternative would result in no changes from the existing conditions of the facility. This alternative does not meet project goals because it does not bring the facility into regulatory compliance, nor does it optimize the use and safety of the facility. Bulkhead Repairs (Preferred) Following the inspection reports provided by both Collins and Foth, the bulkhead was deemed to have approximately 20 years of viable service life with repairs and rehabilitation. The inspections resulted in the selection of this repair alternative because any further work would be unnecessary from a budget and environmental impacts standpoint. The repairs include the installation of steel plates to repair areas of severe section loss, the recoating of exposed steel sheeting above the MLW line, and the installation of anodes to extend the service life and slow the corrosion rate of the existing Bismore Park bulkhead. Bulkhead Oversheeting A bulkhead oversheeting alternative was discussed but not selected for the existing Bismore Park Bulkhead. This alternative was not selected as the existing bulkhead is in fair condition and does not yet require such extreme repairs. Along with oversheeting being unnecessary, the impacts to the coastal resource areas (permanent and temporary) can be mitigated by performing smaller improvements and repairs rather than oversheeting. A bulkhead oversheeting may be considered under a future filing. 5. Construction Sequencing The proposed work outlined in Section 3 above is anticipated to be constructed following the construction sequencing listed below: Foth · 5 1. The contractor will mobilize to the site and identify/protect topside work areas landward of the bulkhead to be protected for the day’s activities. 2. Using the boat launch north of the project site, the contractor will launch work boats with divers to prepare the steel Bulkhead surface for the corrosion repairs outlined above. 3. The divers will use wire brushes with vacuums to remove any existing unsound epoxy to expose the bare steel before installing any proposed repair treatments. 4. The divers will identify areas along the bulkhead with a section loss greater than 0.125 in to prepare and install 0.25 inch thick steel plating with minimum 6” overlap on all sides. 5. Once the surface has been prepared and the steel plating has been installed, the divers will install the epoxy recoating between the top of the sheets and 6 in below MLW along the Bulkhead's entire length. 6. Following the completion of the bulkhead maintenance work, the contractor will demobilize from the site. 6. Environmental Considerations Project components are located within resource areas pursuant to 310 CMR which include Land Under the Ocean, Land Subject to Coastal Storm Flowage, and the Buffer Zone as delineated based on topographic and hydrographic surveys of the project area and confirmed in the field. The proposed project is not located in the vicinity of Natural Heritage Endangered Species Program (NHESP) Priority Habitats of Rare Species, NHESP Estimated Habitats of Rare Wildlife, or Areas of Critical Environmental Concern (ACEC), as shown on Appendix I. Table 2 below outlines the total permanent and temporary impacts anticipated with the repair construction. The contractor will work in 50-foot sections along the bulkhead allowing for pedestrian and commercial access to the boardwalk, timber piers, offload areas, and boat slips. The temporary impacts listed below represent the total working area associated with the repairs but impacts at any given time will be significantly less (LUO = ±250 sf, LSCSF & 100’ Buffer = ±600 sf). Following the work performed in each section, the previous working area will be returned to existing conditions once that portion of the repair work has been completed. It has been designed and will be implemented using the best available measures to avoid/minimize adverse impacts to coastal resource areas. Pursuant to Chapter 237 of the Code of the Town of Barnstable (the “Code”) and the Massachusetts Wetlands Foth · 6 Protection Act (MA WPA) 310 CMR 10.00, coastal resource areas are to be regulated in order to contribute to the following public interests: · Flood control; · Storm damage prevention; and/or · Protection of marine fisheries and wildlife habitat. Presented below are the coastal resource areas and impacts that will result from the implementation of the proposed project, along with how the project adheres to the MA WPA performance standards for each impacted resource area. Land Under Ocean (310 CMR 10.25) The WPA defines Land under Ocean (LUO) as land extending from the mean low water (MLW) line seaward of the boundary of the municipality’s jurisdiction and includes land under estuaries. Temporary work will be performed in waters extending into the LUO resource area. The proposed project will meet the performance standards for LUO as follows:  Water circulation: The installation of the repairs will not alter the water circulation within the LUO resource area.  Distribution of Sediment Grain Size: The installation of the repairs will not alter the sediment quality within the LUO resource area.  Water Quality: Turbidity is not expected to be produced during the installation of the repairs.  Finfish Habitat: The installation of the repairs will have minimal temporary impacts to finfish habitat within the LUO resource area. Land Subject to Coastal Storm Flowage (310 CMR 10.02) The WPA defines Land Subject to Coastal Storm Flowage (LSCSF) as land subject to any inundation caused by coastal storms up to and including that caused by the 100-year storm, surge of record or storm of record, whichever is greater. The area mapped by the Federal Emergency Management Agency (FEMA) on community Flood Insurance Rate Maps (FIRM) as the 100-year floodplain within the coastal zone are included within LSCSF. The project site is located within FEMA Flood Zone AE El. +13’ North American Vertical Datum of 1988 (NAVD88), and Zone AE El. 11’ NAVD88. There are currently no regulations of performance standards for LSCSF. The proposed work is not anticipated to alter the flood storage of eroded land and/or storm damage prevention capacity of the site, or existing drainage patterns. Buffer Zone (Ch. 237) The proposed project does not include any permanent impacts within the resource area buffer zones. All work located within the inner (50-ft) or outer (100-ft) buffer zones of coastal resource areas will be temporary in nature and will only include staging areas for the proposed Bulkhead repairs. The proposed project adheres to the values and interests of Chapter 237 of the Code of the Town of Barnstable as follows:  Erosion and sediment control: Earthwork is not proposed as part of the project scope, therefore the project will not alter the existing runoff patterns at the project site and will not produce sediment to control. Foth · 7  Wildlife: There are no anticipated permanent impacts to the existing wetland wildlife. As previously mentioned, the installation of the repairs will have minimal temporary impacts to LCS.  Recreation: The proposed project will not adversely affect recreational activities.  Aesthetic: There are no anticipated aesthetic changes anticipated with the proposed project.  Agriculture: There is no agriculture within 100 feet of the proposed activity.  Aquaculture: The proposed project will not impact the growing, raising, breeding, storing, or producing of specified aquatic or marine organisms.  Historic interests: The proposed project will not negatively impact historic interests. 6.2 Protection of Resource Areas Summarized below is the general construction measures that will be implemented for the protection of resources. · It is anticipated that the proposed work will be performed primarily from a work boat to provide water access for a dive team to launch from. With access to the landward side of the Bulkhead readily available, stockpiling and construction material handling will be performed from the land. · The water-based equipment will not be permitted to ground at any time to avoid impacts to the coastal resource areas. · Absolutely no release will be allowed into the waterway of any petroleum products or the like. Accidental releases shall be reported to the Harbormaster, Engineer, and if applicable, the U.S. Coast Guard. The Contractor shall have on-site sufficient sorbent pads and booms to contain an accidental spill. · The proposed project is not expected to have significant cumulative impacts to the biological resources in the vicinity of the project as it proposes maintenance/improvements to the existing bulkhead. · All bulkhead surface preparation to be performed using a wire brush with vacuum system to ensure no debris enters the waterway. Summary The Town is submitting this Notice of Intent to obtain an Order of Conditions in accordance with the Wetlands Protection Act and Chapter 237 of the Code of the Town of Barnstable. The Town is proposing the repair of the existing 680 linear-foot steel bulkhead located on Hyannis Harbor in Barnstable, Massachusetts. The proposed repairs include the installation of steel plates to repair areas of severe section loss, the recoating of steel sheeting to 6” below the MLW line, and the installation of anodes to extend the service life and slow the corrosion rate of the existing Bismore Park bulkhead.
