Sewer System Pump Repair – Hyannis Terminal, Barnstable, Massachusetts
Dear Members of the Conservation Commission:
On behalf of the Applicant, The Steamship Authority (SSA), Horsley Witten Group, Inc. (HW) is
filing the enclosed Request for Determination of Applicability (RDA) for the Sewer System
Pump-out relocation at Hyannis Terminal located in Hyannis (Barnstable), Massachusetts.
Currently, the vacuum pumps and associated control panel are located in below-grade vaults
with the sewage storage tanks. The upgrade will relocate the vacuum pumps and control panel
to an aboveground structure in the existing parking area. The Applicant is specifically seeking a
negative Determination to allow this work to move forward under this RDA.
Proposed activities will occur entirely within existing paved or landscaped areas. Portions of the
activities will occur within the 100-foot Buffer Zone to Coastal Bank and all work will occur
within Land Subject to Coastal Storm Flowage (LSCSF), jurisdictional areas under the
Massachusetts Wetlands Protection Act (M.G.L. Ch 131 § 40) and the Town of Barnstable
Wetlands Protection Bylaw (Chapter 237). Downgradient resource areas will be protected
through the implementation of an erosion and sedimentation control barrier that will remain in
place until all disturbed soils are stabilized. Details of the proposed project are provided on the
project plans entitled, “71 South Street, Steamship Authority Hyannis, Barnstable,
Massachusetts, Permitting Set,” dated August 5, 2024, prepared by HW in conjunction with
GDG Consulting Engineers, Inc.
Enclosed please find one original plus 8 copies of the RDA application materials, including
project plans, project narrative, locus maps, and abutter materials. A check in the amount of
$175.00, made payable to the Town of Barnstable, is enclosed to cover the RDA filing fees. A
copy of this RDA has also been provided to the Massachusetts Department of Environmental
Protection, Southeast Regional Office via eDEP.

1.0 PROJECT BACKGROUND
The Steamship Authority (SSA) is seeking to repair and relocate the existing sewer pump out
system at its 71 South Street terminal location. The existing sewage holding tanks for the
terminal pump-out system are currently housed in below-grade chambers and are equipped
with a vacuum pump-out system and sump pumps. The upgrade project involves repairing and
relocating these systems to a new above-grade structure. This work will include associated
electrical, HVAC, and piping modifications, particularly the connection of sump drains to the
existing septic tank
The Applicant is specifically seeking to perform this work under a negative Determination of
Applicability.
2.0 GENERAL SITE DESCRIPTION
The project site is comprised of a single parcel located at 71 South Street (7-E-1), in Hyannis,
Barnstable, Massachusetts (Attachment A, Figures 1 and 2). The site is bounded by Hyannis
Harbor to the south, Pleasant Street to the west, School Street and Hyannis Harbor to the east,
and South Street to the north. A regulatory Coastal Bank is located to the southeast of the
project site. The entire site is within Land Subject to Coastal Storm Flowage (LSCSF). The site is
covered by impervious surfaces, including buildings, parking lots, and drive aisles adjacent to
and associated with the SSA loading dock.
2.1 FEMA Designation
The current FEMA Flood Insurance Rate Maps (Community Panel Number 25001C0569J,
effective July 16, 2014) shows that the majority of the site is located in Zone AE (elevation 12
feet), an area which has a 1% Annual Chance of Flooding (Attachment A, Figure 3).
2.2 State-listed Rare Species Habitat
According to the most recent version of the Massachusetts Natural Heritage Atlas (15th Edition,
August 1, 2021), the project site does not occur within areas of Estimated Habitat of Rare
Wildlife and/or Priority Habitat of Rare Species located at the site, as designated by the
Massachusetts Natural Heritage and Endangered Species Program (NHESP) (Attachment A,
Figure 4).

2.3 Coastal Resource Areas
Coastal resource areas associated with the site include LSCSCF as noted above, and Coastal
Bank.
Coastal Bank is defined at 310 CMR 10.30(2) as the seaward face or side of any elevated
landform, other than a coastal dune, which lies at the landward edge of a coastal beach, land
subject to tidal action, or other wetland.
The Coastal Bank is located on the southern and eastern side of the parcel along the reinforced
embankments of the harbor. The 100-foot Buffer Zone as estimated from the topographic
break along the top of the Coastal Bank consists of impervious surfaces including parking lots,
roads, and buildings.
The coastal resource areas and their associated buffer zones on the property are protected and
regulated under the Massachusetts Wetlands Protection Act (M.G.L. Ch 131 § 40) and the Town
of Barnstable Wetlands By-law Regulations (Chapter 237). Given the limited nature of the
project within an existing paved parking lot, an on-site resource area assessment was not
performed. According to available source data in MassGIS, the closest resource area to the
project site is a Coastal Bank located along the shoreline; the FEMA maps indicate that the
entire site is located within LSCSF.
3.0 PROJECT DESCRIPTION
The proposed project involves upgrading and relocating the existing vacuum pump and control
panel system The upgrade will involve relocating these components from their current below -
grade vaults, where they are situated with the sewage storage tanks, to a new above -ground
structure within one of the grassed islands in the existing parking area. This new above-ground
shed, measuring 140 square feet (SF), will be positioned approximately 50 feet west of the
existing below-grade chambers and elevated approximately eight inches above grade.
The vacuum pump and control panel system are used to pump sewage from boats into
underground storage tanks. The sewage is then transferred into the Town sewer system, which
ensures environmentally responsible treatment and management of waste, preventing any
negative impact on the local community and marine environment.
The total limit of work for this project encompasses approximately 5,315 SF; only 140 SF will be
permanently disturbed for the placement of the new pump -out shed. The remaining 5,175 SF
will be temporarily disturbed during the establishment of the underground electrical
connections where existing pavement will be saw cut and replaced once the conduit work is
complete. Some of the temporary alterations will occur within the outer portion (50-100 feet)
of the 100-foot Buffer Zone to the Coastal Bank and all work will occur within LSCSF. The

pumphouse structure where the equipment will be housed is located just beyond the 100 -foot
buffer to the Coastal Bank.
Details of the proposed project can be found in the attached project plans entitled “71 South
Street, Steamship Authority Hyannis, Barnstable, Massachusetts ,” prepared by HW in
conjunction with GDG Consulting Engineers, Inc. and dated August 2024.
4.0 PROTECTION OF RESOURCE AREA INTERESTS
Direct impacts to the resource areas and their associated buffers will be negligible. The project
site is extensively altered by human activity as the entire area is paved and or built upon. The
vacuum pump and control panel system are responsible for transferring sewage from boats into
underground storage tanks, from which it is subsequently directed into the Town-owned sewer
system. This process ensures the environmentally responsible treatment and management of
waste, thereby safeguarding the local community and marine environment.
The proposed project is designed to address the provisions under the Massachusetts WPA and
its implementing regulations at 310 CMR 10.00 and the Barnstable Wetland Regulations. While
the proposed work will result in temporary impacts to the Buffer Zone, the project is expected
to offer significant long-term benefits. By upgrading and relocating the vacuum pump and
control panel system, the project aims to enhance the overall reliability and resilience of the
sewage management infrastructure. This upgrade is crucial in safeguarding the adjacent
resources and other sensitive environmental areas from potential failure of the existing system,
which is at risk of flood damage.
The new above-ground structure is designed to improve accessibility and maintenance of the
equipment, thereby reducing the likelihood of system malfunctions that could lead to
environmental contamination. In doing so, the project will not only mitigate immediate impacts
but also contribute to the long-term protection of the surrounding resource areas and the
broader marine ecosystem.
4.1 Erosion and Sedimentation Control
In addition to other protective measures, the Applicant proposes to safeguard downgradient
resource areas by implementing an erosion and sedimentation control program. This program
will include the installation of siltation socks (also known as mulch socks or silt socks) at the
work limits, inlet protections, and employment of a construction entrance mat as outlined in
the project plans. Erosion and sedimentation control barriers will be in place and maintained in
good condition throughout the construction period until all work is completed and the
pavement has been restored.

NOT TO BE RELIED UPON AS BEING EXACT OR COMPLETE. VERIFY THE LOCATION OF ALL UNDERGROUND UTILITIES AND
STRUCTURES IN THE FIELD PRIOR TO THE START OF CONSTRUCTION. CONTACT THE APPROPRIATE UTILITY COMPANY, ANY

ENGINEER ASSUMES NO RESPONSIBILITY FOR DAMAGES INCURRED AS A RESULT OF UTILITIES OMITTED, INCOMPLETELY OR
INACCURATELY SHOWN. THE CONTRACTOR MUST MAINTAIN ACCURATE RECORDS OF THE LOCATION AND ELEVATION OF ALL WORK
INSTALLED AND EXISTING UTILITIES FOUND DURING CONSTRUCTION FOR THE PREPARATION OF THE AS-BUILT PLAN.
7.COORDINATE AND MAKE ALL CONNECTION ARRANGEMENTS WITH UTILITY COMPANIES, AS REQUIRED.
8.MAINTAIN ALL EXISTING UTILITIES IN WORKING ORDER AND FREE FROM DAMAGE DURING THE ENTIRE DURATION OF THE PROJECT.

THE OWNER. THE CONTRACTOR IS RESPONSIBLE FOR ALL COST RELATED TO THE REPAIR OF UTILITIES. EXCAVATION REQUIRED
WITHIN THE PROXIMITY OF EXISTING UTILITY LINES MUST BE DONE BY HAND.
9.COORDINATE ALL TRENCHING WORK WITH THE PROPER LOCAL & STATE AGENCY. THE CONTRACTOR IS RESPONSIBLE FOR ALL
TRENCH SAFETY INCLUDING ANY LOCAL AND/OR STATE PERMITS REQUIRED FOR THE TRENCH WORK. IF THIS WORK IS REQUIRED TO
OCCUR OUTSIDE THE AGREED UPON HOURS OF OPERATION FOR THE FACILITY, THE CONTRACTOR MUST PLAN ACCORDINGLY.
10.SAWCUT ALL TRENCH WORK WITHIN EXISTING PAVEMENT AS INDICATED ON THE DRAWINGS. BACKFILL AND COMPACT TRENCH
WORK AS INDICATED ON THE DRAWING AND IN THE SPECIFICATIONS. IF SETTLEMENT OCCURS DUE TO INADEQUATE COMPACTION,
AS DETERMINED BY THE ENGINEER, WITHIN THE WARRANTY PERIOD, CONTRACTOR IS REQUIRED TO REMOVE, PATCH AND REPAVE
AFTER ONE COMPLETE 12-MONTH CYCLE.
11.IMPORT ONLY CLEAN MATERIAL. MATERIAL FROM AN EXISTING OR FORMER 21E SITE AS DEFINED BY THE MASSACHUSETTS
CONTINGENCY PLAN 310 CMR 40.0000 WILL NOT BE ACCEPTED .
12.ESTABLISH AND MAINTAIN ALL CONTROL POINTS AND BENCHMARKS DURING CONSTRUCTION INCLUDING BENCHMARK LOCATIONS
AND ELEVATIONS AT CRITICAL AREAS. COORDINATE WITH THE ENGINEER THE LOCATION OF ALL CONTROL POINTS AND
BENCHMARKS.
13.SITE LAYOUT REQUIRED FOR CONSTRUCTION IS TO BE PROVIDED BY THE CONTRACTOR AND SHOULD BE PERFORMED BY A
MASSACHUSETTS' REGISTERED PROFESSIONAL LAND SURVEYOR. THE CONTRACTOR IS RESPONSIBLE FOR COORDINATING WITH
THE SURVEYOR FOR ALL SURVEY LAYOUT. IF THE CONTRACTOR CHOOSES TO USE GPS, THEY ASSUME THE LIABILITY FOR THE
ACCURACY OF ALL HORIZONTAL AND VERTICAL LAYOUT.
14.MAINTAIN ALL GRADE STAKES SET BY THE SURVEYOR. GRADE STAKES ARE TO REMAIN UNTIL A FINAL INSPECTION OF THE ITEM HAS
BEEN COMPLETED BY THE ENGINEER. RE-STAKING OF PREVIOUSLY SURVEYED SITE FEATURES IS THE RESPONSIBILITY (INCLUDING
COST) OF THE CONTRACTOR.
15.UNLESS OTHERWISE INDICATED ON THE DRAWINGS AND/OR IN THE SPECIFICATIONS, ALL SITE CONSTRUCTION MATERIALS AND
METHODOLOGIES ARE TO CONFORM TO THE MOST RECENT VERSION OF THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION
STANDARD SPECIFICATIONS.
16.PROVIDE ALL CONSTRUCTION SERVICE IN ACCORDANCE WITH APPLICABLE LAWS AND REGULATIONS REGARDING NOISE, VIBRATION,
DUST, SEDIMENTATION CONTAINMENT, AND TRENCH WORK.
17.COLLECT SOLID WASTES AND STORE IN A SECURED DUMPSTER. THE DUMPSTER MUST MEET ALL LOCAL AND STATE SOLID WASTE
MANAGEMENT REGULATIONS.
18.RESTORE ALL SURFACES EQUAL TO THEIR ORIGINAL CONDITION AFTER CONSTRUCTION IS COMPLETE PER SPECIFICATIONS. LEAVE
ALL AREAS NOT DISTURBED BY CONSTRUCTION IN THEIR NATURAL STATE. TAKE CARE TO PREVENT DAMAGE TO SHRUBS, TREES,
OTHER LANDSCAPING AND/OR NATURAL FEATURES. WHEREAS THE PLANS DO NOT SHOW ALL LANDSCAPE FEATURES, EXISTING
CONDITIONS MUST BE VERIFIED BY THE CONTRACTOR IN ADVANCE OF THE WORK.
19.REGULARLY INSPECT THE PERIMETER OF THE PROPERTY TO CLEAN UP AND REMOVE LOOSE CONSTRUCTION DEBRIS BEFORE IT
LEAVES THE SITE. PROMPTLY REMOVE ALL DEMOLITION DEBRIS FROM THE SITE TO AN APPROVED DUMP SITE.
20.ALL TRUCKS LEAVING THE SITE MUST BE COVERED.
21.DO NOT WASH ANY CONCRETE TRUCKS ONSITE. REMOVE BY HAND ANY CEMENT OR CONCRETE DEBRIS LEFT IN THE DISTURBED
AREA.
22.BURIAL OF ANY STUMPS, SOLID DEBRIS, AND/OR STONES/BOULDERS ONSITE IS PROHIBITED. DO NOT USE ROAD SALT OR OTHER
DE-ICING CHEMICALS ON THE ACCESS ROADWAY.
23.AT THE END OF CONSTRUCTION, REMOVE ALL CONSTRUCTION DEBRIS AND SURPLUS MATERIALS FROM THE SITE AS INDICATED IN
THE SPECIFICATIONS. PERFORM A THOROUGH INSPECTION OF THE WORK PERIMETER. COLLECT AND REMOVE ALL MATERIALS AND
BLOWN OR WATER CARRIED DEBRIS FROM THE SITE.
BASIC CONSTRUCTION SEQUENCE:
THE FOLLOWING CONSTRUCTION SEQUENCE IS TO BE USED AS A GENERAL GUIDELINE. COORDINATE WITH THE OWNER, ENGINEERS, AND
LANDSCAPE ARCHITECT AND SUBMIT A PROPOSED CONSTRUCTION SEQUENCE FOR REVIEW AND APPROVAL PRIOR TO CONSTRUCTION.
1.SURVEY AND STAKE THE PROPOSED LIMIT OF DISTURBANCE AND LIMIT OF SEDIMENTATION BARRIERS.
2.PLACE SEDIMENTATION BARRIERS AS INDICATED ON DRAWINGS AND STAKED OUT IN THE FIELD. UNDER NO CIRCUMSTANCES IS THE
LIMIT OF WORK TO EXTEND BEYOND THE SEDIMENTATION BARRIERS/LIMIT OF DISTURBANCE AS INDICATED ON DRAWINGS AS
APPROVED BY THE LOCAL CONSERVATION COMMISSION AND DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP).
3.BEGIN UTILITY CONSTRUCTION. THE CONTRACTOR IS FREE TO INSTALL THE UTILITIES IN THE SEQUENCE HE/SHE CHOOSES.
IMMEDIATELY REPAIR, REPLACE AND STABILIZE ANY EROSION CONTROL DEVICES DISTURBED DURING THE UNDERGROUND UTILITY
CONSTRUCTION. MODIFY TEMPORARY CONVEYANCE DEVICES, AS NECESSARY, TO CONVEY RUNOFF TO TREATMENT AREAS.
4.FINISH PERMANENT STABILIZATION. COMPLETE PERMANENT STORMWATER MANAGEMENT AREA SEEDING AND PLANTING AFTER THE
CONTRIBUTING AREA TO THE BASIN HAS REACHED A MINIMUM OF 80% STABILIZATION AND IS NO LONGER REQUIRED AS A
CONSTRUCTION SEDIMENTATION BASIN.
5.COMPLETE ALL REMAINING PLANTING AND SEEDING.
16.SWEEP THE ROADWAY TO REMOVE ALL SEDIMENTS. REPAIR DRAINAGE OUTLETS AND BASINS AS REQUIRED. CLEAN AND FLUSH THE
DRAINAGE STRUCTURES AND PIPES AT THE END OF CONSTRUCTION AND REMOVE ALL ACCUMULATED SEDIMENTS IN THE
STORMWATER MANAGEMENT AREAS. CONTRACTOR MUST INSPECT THE DRAINAGE NETWORK AND REPAIR ANY DAMAGE
IMMEDIATELY.
17.ENGINEER TO APPROVE THE REMOVAL OF ALL TEMPORARY SOIL EROSION AND SEDIMENTATION CONTROL MEASURES FOLLOWING
VEGETATIVE ESTABLISHMENT OF ALL DISTURBED AREAS AND DETERMINE WHEN THE CONTRIBUTING AREA HAS REACHED A MINIMUM
OF 80% STABILIZATION.
DEWATERING:
1.A HIGH WATER TABLE IS NOT ANTICIPATED. HOWEVER, IF DEWATERING IS REQUIRED DURING EXCAVATION, TEMPORARILY LOWER
THE WATER TABLE BY PUMPING. INSTALL A DEWATERING BASIN AS INDICATED IN THE DEWATERING BASIN DETAIL AND PROVIDE A
DEWATERING PLAN DEPICTING PROPOSED DEWATERING LOCATION FOR REVIEW AND APPROVAL. DIRECT THE PUMP DISCHARGE TO
BASIN TO PREVENT SEDIMENTS FROM LEAVING THE CONSTRUCTION AREA. INSTALL ADDITIONAL BASINS IF REQUIRED. INSTALL THE
BASIN AS INDICATED ON DRAWINGS IF SO NOTED, OTHERWISE INSTALL THE BASIN(S) WITHIN THE LIMIT OF DISTURBANCE INDICATED
BY THE SILT FENCE OR STRAWBALES.
2.PRIOR TO ANY DEWATERING, THE DEWATERING PLAN MUST BE APPROVED BY THE ENGINEER.
3.IF DEWATERING IS NECESSARY DURING CONSTRUCTION, IMPLEMENT THE PROPER ESC MEASURES ON SITE TO PREVENT EROSION
OR SEDIMENT RUNOFF. THESE MEASURES CAN INCLUDE DEWATERING BAGS, TEMPORARY STRAWBALES, SILT FENCES, SILT SOCKS
AND/OR OTHER APPROVED DEVICES AS INDICATED IN THE DETAILS.
DEWATERING NOTES:
1.SUPPLY THE DEWATERING SYSTEMS TO:
A.DEVELOP A SUBSTANTIALLY DRY AND STABLE SUBGRADE FOR THE PROPOSED WORK;
B.PREVENT DAMAGE TO ADJACENT PROPERTIES, BUILDINGS, STRUCTURES, UTILITIES AND RESOURCES AREAS;
C.RETAIN ALL SEDIMENTS ON-SITE WITHIN THE WORK AREA;
D.PREVENT SEDIMENT DISCHARGE AND DEGRADATION OF THE RESOURCE AREA;.
E.PREVENT LOSS OF FINES, QUICK CONDITION, OR SOFTENING OF FOUNDATION SUBGRADE; AND
F.MAINTAIN STABILITY OF SIDES AND BOTTOMS OF EXCAVATIONS AND TRENCHES.
2.LOCATE DEWATERING FACILITIES WHERE THEY WILL NOT INTERFERE WITH CONSTRUCTION WORK OR ABUTTING RESOURCES.
3.MODIFY DEWATERING EQUIPMENT AND PROCEDURES WHEN OPERATIONS THREATEN TO CAUSE DAMAGE TO NEW OR EXISTING
FACILITIES OR ADJACENT AREAS NOT WITHIN THE LIMIT OF WORK.
4.PRIOR TO INSTALLATION OF THE DEWATERING SYSTEM, PROVIDE THE ENGINEER WITH A SCHEDULE OF DEWATERING PROCEDURES.
DEWATERING SCHEDULE AND PROCEDURES ARE SUBJECT TO THE LOCAL AUTHORITY AND ENGINEER'S REVIEW AND APPROVAL AND
SHALL INCLUDE AT A MINIMUM THE FOLLOWING INFORMATION:
A.THE PROPOSED TYPES OF DEWATERING SYSTEMS;
B.ARRANGEMENT, LOCATION AND DEPTHS OF SYSTEM COMPONENTS;
C.COMPLETE DESCRIPTION OF EQUIPMENT AND INSTRUMENTATION TO BE USED INCLUDING INSTALLATION, OPERATION AND
MAINTENANCE PROCEDURES;
D.TYPES AND SIZES OF FILTERS (IF APPLICABLE);
E.DESIGN CALCULATIONS DEMONSTRATING ADEQUACY OF THE PROPOSED SYSTEM AND EQUIPMENT; AND
F.PROVISIONS AND METHODS OF SEDIMENT REMOVAL AND DISPOSAL OF WATER.
G.ALL PERMITS REQUIRED FOR THE WORK, IF NECESSARY.
5.FURNISH ALL MATERIAL/PRODUCTS REQUIRED TO ADEQUATELY PROVIDE DEWATERING WITHOUT DAMAGE TO SURROUNDING
PROPERTIES, EXISTING UTILITIES, AND/OR RESOURCE AREA. SUBMIT ALL PRODUCTS AND MATERIALS TO THE ENGINEER FOR
REVIEW AND APPROVAL.
6.INTERCEPT AND DIVERT SURFACE WATER RUNOFF AWAY FROM EXCAVATIONS THROUGH THE USE OF DIKES, CURB WALLS, DITCHES,
PIPES, SUMPS OR OTHER APPROVED MEANS.
7.IF PUMPS ARE USED, THE PUMP INTAKE LINE SHOULD NOT BE ALLOWED TO SETTLE TO THE BOTTOM OF THE EXCAVATION OR
DEWATERING SUMP.
8.PROVIDE AND MAINTAIN HOLDING AREAS/TEMPORARY SETTLING BASINS OF ADEQUATE SIZE TO COLLECT AND PREVENT SURFACE
AND SUBSURFACE WATER SEEPAGE FROM ENTERING THE EXCAVATIONS. DIVERT THE WATER TO SETTLING BASINS OR OTHER
APPROVED EQUIPMENT REQUIRED TO REDUCE THE AMOUNT OF FINE PARTICLES BEFORE DISCHARGE INTO DRAINAGE PIPES AND
NATURAL WATER COURSES. IF A DRAINAGE SYSTEM OR WATER COURSE BECOMES BLOCKED DUE TO DEWATERING OPERATION, IT
MUST BE CLEANED BY THE CONTRACTOR AT NO ADDITIONAL COST TO THE OWNER. ANY ENFORCEMENT ACTIONS OR FINES
RESULTING FROM IMPROPER DEWATERING AND/OR DISCHARGE OF TURBID WATER AND SEDIMENT TO PROTECTED AREAS ARE THE
SOLE RESPONSIBILITY OF THE CONTRACTOR.
ACCOMPLISH DEWATERING IN ACCORDANCE WITH THE MEANS AND METHODS SUBMITTED AND APPROVED BY THE ENGINEER. KEEP
THE ENGINEER ADVISED OF ANY CHANGES REQUIRED TO ACCOMMODATE FIELD CONDITIONS AND, ON COMPLETION OF THE
DEWATERING SYSTEM INSTALLATION, REVISE AND RESUBMIT THE INFORMATION REQUIRED TO SHOW THE INSTALLED SYSTEM.
A.PERFORM DEWATERING OPERATIONS TO LOWER THE GROUNDWATER LEVEL IN EXCAVATIONS AS REQUIRED TO PROVIDE A
STABLE, DRY SUBGRADE FOR THE PROSECUTION OF THE PROPOSED WORK.

SEWER SYSTEM OPERATION & MAINTENANCE:

MISCELLANEOUS DEBRIS PRIOR TO SYSTEM TESTING. TESTING MUST BE WITNESSED AND INSPECTED BY THE ENGINEER. NO
TESTING IS ALLOWED WITHOUT REMOVAL OF ALL FOREIGN MATERIALS.
2.CONDUCT A LEAKAGE TEST OF ALL SEWER MAINS. TEST MUST BE WITNESSED BY THE ENGINEER. THE CONTRACTOR MUST PROVIDE
THE ENGINEER WITH A MINIMUM OF 48-HOURS ADVANCE NOTICE TO THE TIME OF THE PRESSURE TEST.
3.TEST SEWER PIPES FOR LEAKAGE WITH THE FOLLOWING PROCEDURE.
INTRODUCE LOW PRESSURE AIR INTO THE SEAL LINE (WITH PNEUMATIC PLUGS) UNTIL THE INTERNAL AIR PRESSURE
REACHES 4 psi GREATER THAN THE AVERAGE BACK PRESSURE OF ANY GROUNDWATER THAT MAY BE OVER THE PIPE.
ALLOW AT LEAST 2 MINUTES FOR AIR PRESSURE TO STABILIZE.
AFTER THE STABILIZATION PERIOD (3.5 psi MINIMUM PRESSURE IN THE PIPE), THE PORTION OF PIPE TESTED IS ACCEPTABLE IF
THE TIME REQUIRED IN MINUTES FOR THE PRESSURE TO DECREASE FROM 3.5 TO 3 psi IS NOT LESS THAN 1.90 TIMES THE
LENGTH OF PIPE BEING TESTED.
4.VACUUM TEST ALL SEWER MANHOLES. TESTS MUST BE WITNESSED BY THE ENGINEER UNLESS THE SEASONAL GROUNDWATER
LEVEL IS MORE THAN 10 FEET FROM THE BOTTOM OF THE MANHOLE.
5.MANDREL TEST ALL SEWER MAINS AFTER 30 DAYS. TESTS MUST BE WITNESSED BY A TOWN REPRESENTATIVE OR THE ENGINEER.
EROSION & SEDIMENT CONTROL NOTES:
1.DESIGNATE THE SITE CONSTRUCTION FOREMAN AS THE ON-SITE PERSONNEL RESPONSIBLE FOR THE DAILY INSPECTION AND
MAINTENANCE OF ALL SEDIMENT AND EROSION CONTROLS AND IMPLEMENTATION OF ALL NECESSARY MEASURES TO CONTROL
EROSION AND PREVENT SEDIMENT FROM LEAVING THE SITE.
2.INSTALL ALL EROSION AND SEDIMENT CONTROL (ESC) MEASURES AS INDICATED ON DRAWINGS IN CONSULTATION WITH THE
CONSERVATION AGENT, AND ENGINEER BEFORE ANY CONSTRUCTION ACTIVITIES BEGIN. INSPECT, MAINTAIN REPAIR AND REPLACE
EROSION CONTROL MEASURES, AS NECESSARY, DURING THE ENTIRE CONSTRUCTION PERIOD OF THE PROJECT. THE SITE

CONSTRUCTION ACTIVITIES WHICH LEAVE LARGE DISTURBED AREAS UNSTABILIZED. IF INCLEMENT WEATHER IS PREDICTED, USE
BEST PROFESSIONAL JUDGEMENT AND GOOD CONSTRUCTION PRACTICES WHEN SCHEDULING CONSTRUCTION ACTIVITIES AND

9.SURROUND THE PERIMETER OF SOIL STOCKPILES WITH SILT SOCK, SILT FENCE, STRAWBALES, OR A COMBINATION OF SILT FENCE
WITH STRAWBALE, AS DETERMINED NECESSARY.
10.DISTURBED AREAS AND SLOPES MUST NOT BE LEFT UNATTENDED OR EXPOSED FOR EXCESSIVE PERIODS OF TIME SUCH AS THE
INACTIVE WINTER SEASON. PROVIDE APPROPRIATE STABILIZATION PRACTICES ON ALL DISTURBED AREAS AS SOON AS POSSIBLE
BUT NOT MORE THAN 14 DAYS AFTER THE CONSTRUCTION ACTIVITY IN THAT AREA HAS TEMPORARILY OR PERMANENTLY CEASED,

INSTALLATION OF EACH NEW CATCH BASIN, INSTALL A SILT SACK OR APPROVED EQUIVALENT. INSPECT SILT SACKS, AFTER EACH
SIGNIFICANT STORM EVENT AND REMOVE AND EMPTY AS NEEDED FOR THE DURATION OF THE CONSTRUCTION PERIOD.
