HomeMy WebLinkAboutLCPC Meeting Presentation_2024-0822Barnstable Local Comprehensive PlanCommittee Meeting August 22, 2024 Review of the Current Land Use Map Breakout Groups: Mapping exercise to update the Town’s Current Land Use Map Meeting Agenda 3 Current Land Use Map 4 Current Land Use Map: Public Comment Tool 8/22/2024 5 LCPC MEETING • AUGUST 22, 2024 Town of Barnstable LCP Future Land Use/Strategic Planning Areas Draft Land Use Chapter Recap BARNSTABLE LCP 8/22/2024 6 7 A ‘Place-Based’ Approach 8/22/2024 Draft Land Use Chapter is organized around a principal of “Compact Development”and several “Land Use Types” “Land Use Types”include: •Residential & Rural Areas •Regional Economic Center •Downtown Hyannis/GIZ •Village Centers •Commercial Nodes •Maritime Areas Goal statements and strategies are built around these places. 8 Principal of “Compact Development” 8/22/2024 “Compact Development” means development in areas with opportunities to walk to shopping, work, recreation, and other necessary pursuits. This can include . . . “Infill and Redevelopment”which is building in areas where other buildings and infrastructure already exist and/or redeveloping existing buildings. and “Cluster Development”which is when new development is “clustered” to minimize the land that is built on and maximize preserved natural open space. 9 Other Land Use Issues 8/22/2024 “Non-Conforming Uses” means existing uses that do not conform to the use standards of the zoning districts in which they are located. Often commercial uses in a residential zone. Many of these uses will transition to residential over time – but should others be allowed to continue? “Use Variances”should not be needed if zoning clearly spells out what uses are desired and needed in each zoning district. Are there additional areas of Town where use variances should be prohibited? Future Land Use/ Strategic Planning Areas BARNSTABLE LCP 8/22/2024 10 11 Draft Future Land Use Map 8/22/2024 “Future Land Use” and “Strategic Planning Areas” are used interchangeably The 2010 LCP refers to “Strategic Planning Areas” Either way, this map depicts the planned or future land use designations that provide general guidance in the density, character, and location of land uses in the Town based on the Vision of the LCP. In general, it depicts both . . . 1. Areas of Change – where growth/development or other change is expected 2. Areas of Stability – including conservation lands or neighborhoods that are expected to remain largely the same over the timeframe of the LCP Current Land Use Map 8/22/2024 12 To confirm tonight: Does this map depict an accurate vision for future land use in Barnstable? Residential & Rural Areas 8/22/2024 13 Issues to consider: •What of this area should be prioritized for conservation? •Should cluster subdivisions be required anywhere? •How will 2-acre parcels in the RPOD impact the remaining unsubdivided land? •Are parts of this area suitable for denser housing or mixed use? Regional Economic Center 8/22/2024 14 Issues to consider: •Should this be divided into two sections: industrial and commercial/mixed-use? •If so, should housing be allowed in the industrial section? •Are you comfortable with the existing commercial evolving into mixed-use over time? Downtown Hyannis 8/22/2024 15 Issues to consider: •Continue to encourage infill development and adaptive reuse? •Stay the course on recent form-based zoning? •Continue to look for ways to improve small open spaces and the public realm Village Centers 8/22/2024 16 Issues to consider: •Which villages are most suited for preservation? •Which can/should absorb more commercial, residential, and/or mixed- use? •At what scale? Cotuit Osterville Centerville Marstons Mills West Barnstable Barnstable Center Commercial Nodes 8/22/2024 17 Issues to consider: •Should all these areas allow commercial/residential mixed-use? •Should ground floor commercial uses be required? •Should any of these nodes be residential-only? Maritime Areas 8/22/2024 18 Issues to consider: •Are additional centers of maritime activity needed? Hyannis Harbor Prince Cove Osterville Harbor Barnstable Harbor Other Thoughts? 8/22/2024 19 Issues to consider: •Are parts of the Residential/ Rural areas suitable for denser housing, mixed use, or other uses? •Are there non-conforming commercial uses that should be protected? •Are there any other areas of expected change? Breakout Discussions BARNSTABLE LCP 8/22/2024 20 21 Refining the Map, “Placing” Strategies 8/22/2024 Two goals of these discussions . . . 1. Suggest priority locations for strategies that are place-based and note them on the base map. 2. Draw on the base map any key areas related to the big picture land use policies discussed for future land use. Two Groups ●Conservation Topics (Natural Resources, Culture, Heritage, Design – and Village Centers in the context of historic preservations) ●Development Topics (Economic Development, Housing, Infrastructure, Facilities – and Village Centers in the context of infill and redevelopment) Reconvene at 7:10 PM for a Report Out 22 Refining the Map, “Placing” Strategies 8/22/2024 As you discuss the strategies and the future land use map, consider the following . . . •Where will change be implemented? •Where has/shouldthe Town change its policies to implement these strategies? •Are there specific places where you want to see certain things? •What are the trade offs implied in these choices? •Are there certain principles or performance standards that should guide the placing of these strategies? Reconvene at 7:10 PM for a Report Out Breakout Groups 8/22/2024 23 The Local Comprehensive Planning Committee is currently engaged in a mapping exercise. The Current Land Use map and the Goals and Strategies Matrix are included with the meeting materials on the project website BarnstableLCP.com. Comments can be submitted to BarnstableLCP@town.barnstable.ma.us or dropped off to the Planning and Development office located at Town Hall: 367 Main Street, Hyannis 02601, Planning & Development office (3rd floor).
