To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District
Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing
is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday,
October 2, 2024.
The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. It may also be accessed via the Government

Charles Brennan from Simple Signs in attendance. New sign - PVC, stainless steel rustproof brackets. No accents. Awning sign
will be taken down before new sign goes up.
Chair Cheryl Powell, are the pennants that are there now temporary?
Charles Brennan, just to draw attention, these are temporary.
Jack Kay, eye bolts and hooks, clarifies, will swing in wind?
Laura Cronin confirms the hardware. Clarifies not illuminated?
Charles Brennan, yes, stainless steel on very top and not illuminated. There is a panel where light is. Will be taking down. He
spoke with Bldg. Dept. and have to take down.
Jack Kay clarifies two sided?

Mary George & Anasteci Pacella d/b/a The Cordial Eye, 430 – 436 Main Street, Hyannis – Map 309 Parcel 219
Mural – continued from August 21, 2024
Mary George of The Cordial Eye in attendance.
Anasteci Pacella in attendance. Gives a presentation, Exhibit A. Original has elements of quilting. Euginia Fortes known for her
quilting. Butterfly equals transformation and hope. Sample pg. of what website would look like for the mural and artist information
with a QR code. Colors are from town’s historic colors. Palette. Painted on polytab, that will adhere to the brick and will prevent
peeling. Bldg. built in 1950, no architectural features. Bldg. Dept. states this is not a sign. Quote from Eugenia Fortes and also a
portrait of her as well Shows some of the artist Desiree Filkins work.
Mary George, tried to keep in line and compromise with some comments previously made. Perhaps some mixing of the shown
methods.
Tom Doherty, confirms the grant received and what/how many pieces of art? Make place for present and future asking what that
means.

Mary George, guidelines for this program are about assessing location and relevant issues in that community. Respect for past and
for making space for all community values.
Tom Doherty, phrase – thinks it would be controversial.
Mary George, opportunities for deeper discussion and inform future forward. Struggle for equity and civil rights is parrot of our
history and community.
Tom Doherty – polling of immigration? Other people have strengthened rights. Kennedy’s i.e.,
Mary George, we have many historical places, JFK Memorial and others. Artistic or evaluate whether violating guidelines. This is
part of their right to free speech. Not sure theis is the correct entity to go through this process. We are at HHDC – is it within the
guidelines. Community listening session. Asked community members what would like to see depicted.
Cornelius Cawley, described Eugenia Fortes, how would you describe?
Mary George, the work and founding of our nation has made it uncomfortable. Artist trying to show in a way that is joyful.
Laura Cronin, clarifies grant and timeframe for the work. Many locations in Barnstable this can go to, this is the third phase.
Youth Community Center, this doesn’t have to be in the HHDC area. Get more community involvement and get another location.
We do have an obligation. We did some other art and have had input. Provide outside of Main Street.
Mary George, we could but shouldn’t have to.
Cornelius Cawley, why in this district?
Mary George, they are here in Hyannis and have an artist’s studio here. The alley way community members felt that this alley way
was unsafe.
Anasteci Pacella, Pg. 52, mentioned to protect and make this safe.
Mary George, the history reflects a more diverse story, which is part of the potency of the work.
Kevin Matthews, thinks Eugenia Fortes is important to our history. Open to doing a newer design with her in it/on it. Possibly other
quotes could be better. Willing to go in this way?
Mary George, as long as in accordance with spirit of this.
Kevin Matthews clarifies that the building next door is expanding, this will be hard to see, unless walking down that walkway.
Mary George, is important for the work to be in this historic district.
Anasteci Pacella, doesn’t want to interfere with other buildings that have more historic significance.
Mary George, new Dunkin Donuts going there. They have the information for the project.
Chair Cheryl Powell asks for any public comment.
Julia Monteiro Johnson, President of Zion Union Heritage Museum. They were the host site for the community meeting. Just saw
the proposal tonight. Knew Eugenia Fortes, overwhelmed by what she saw. She sees the seeds as growth. A blooming
community. Immigrants, this is who we are. Quilt in museum done to raise funds for JFK Memorial. Money went to memorial fund.
Powerful impact she had on people who knew her. Founding member of NAACP branch. She sees differently because she knew
her. Support these young people who have come up with a fabulous idea and money to do it with.
Beverly Roberts, Artist. Hearing two things. If this was somebody other than this person – the mural speaks to me. Went to the
beach Eugenia Fortes and found out about it. Thanks the artist people that have come up with the idea. Here to work together,
need some opportunity and space to do that. This is clean and beautiful and depicts someone respectable. Time to embrace a new
future. Mural is a good start.

Zalia Emprey, artist and launched a business . Parents came here a lot. Six years came here, and wanted a change. Started
teaching here, a lot of children of all races. So many children do not know anything about the past here. This mural will be a great
way to show that. This is part of our history. Children want to know. Much better together.

Public comment
Professor William Morgan James Stevens, artistic director – UMAss Dartmouth and Mashpee Wampanoag elder. Came to support
and correct some things. Eugenia Fortes pre dates his birth. This mural is a representation of history. Theatre collector, 10 Ocean
Street, Richards Gallery also.
Jeniffer Hinckley Needham, could there be historical colors on this? There is a list. Will Eugenia Fortes picture be on there as well?
Would not like to see murals up and down the street on all buildings on Main Street.
Anasteci Pacella, the majority is historical. The palette that exists now is impossible to do all flowers with. Mary George, yes, not
opposed to that.
Perri Wentworth, flexibility of making change to the mural? The quote. Has worked with many in the community. Quotes are so
good – instead of one quote, possible to have multiple quotes in a smaller font, or a schedule of change? Possibly two quotes.
Mary George, schedule of change probably not feasible, not sure. Cluttered possibly. Could speak with the artist, get her opinion for
this. Would be potentially open to considering some of her other words.
Kevin Mathews, interviewed in Cape Cod Times, in Mercy’s name – Jan. 6, 2011.
Tom Doherty, likes the inspirational quotes.
Chair Cheryl Powell – not inclusive. Original quote. Other parts to unite the community. Has to be non political. The quote now,
“seeds” a mural of art representing all the diversity in the community. Building is in the historical district. Multiple quotes maybe.
Laura Cronin – passion trying to get project in the community. There are opportunities and a process. Public art can be placed
everywhere does not need to be in Hyannis the historic district. Needs lights here to. If put public art everywhere it looses its
character and ability to be inclusive. You can put this in another place. Should be more inclusive of all how all came together and
live and work here.
Cornelius Cawley, finds it inappropriate that the Commission is being called out as prejudiced, it’s a piece that belongs in the historic
district. Approve it for what it is. Likes the educational piece and the QR code, Sturgis right there. This area is scary, likes that
stretches the length of the building. Likes the aspect of quilting. He is in favor.
Kevin Matthews, Planning Board Joint Mtg. last week, didn’t like how it went. Heard racism, spreading hate rhetoric, hearing this in
the correspondence and public comment. Wrong to think we have racist overtones. We are volunteers for our community. Didn’t
have any guidelines for murals. Let’s use one of Eugenia Fortes quotes. Colors flowers are great, vibrant, thinks will be hidden
down an alley. Her picture her name and a quote would be good. Likes the QR code, plaque, thinks this is important.

Tom Doherty, offended by a lot of the comments and letters that were heard tonight. Doesn’t like the quote that is proposed now.
Let’s use some uplifting quote.
Mary George, public art, is what this Commission likes, isn’t this political. Is this your role?
Discussion regarding ideas for the mural
Jim Kupfer, refers to presentation – quote form Eugenia Fortes, need a positive quote. Is Commission in favor of the mural and
maybe put on a different quote.
Chair Cheryl Powell, suggests continue and have another quote be presented. Be more inclusive.
Tom Doherty, more inclusive – likes honoring Eugenia Fortes, would like something more uplifting. Maybe more people in there?
Laura Cronin, Business Improvement District (BID) maybe take a look at this as well.
Anasteci Pacella, Elizabeth Wurfbain has knowledge of this.
Jim Kupfer, no true access to this wall. Could be per approval of access from abutting property. The abutting property and through
the renovations will also there will be seating from the new Dunkin Donuts being placed there.
Kevin Matthews, has no problem honoring her, but doesn’t like that quote.
Conrad Watson, agrees for having a different quote.
Jeniffer Hinckley Needham, if continued, clarifies the mullin requirements.
Clarification that mullin has to be a permanent member.
Chair Cheryl Powell closes public comment
Kevin Matthews makes a motion to accept the design with the restriction; that the mural itself is approved but the quote
will be changed and voted on at the next meeting., minor modification to review at the next meeting, condition, options of
different quotes – withdrawn by Kevin Matthews.
Applicant, Mary George asks for time to review.
Chair Cheryl Powell takes a five minute recess – Chair Cheryl Powell reconvenes the meeting.
Mary George would like to continue to October 16th, 2024, meeting, with a few optional quotes/options and also Eugenia Fortes
name and plaque.
