Assessors’ information, Abutters List, and Abutters Notice are attached to this letter. The proposed work as part of this amendment request includes the replacement of the existing water service lines from the Pump House to the bulkhead tie-ins for the public pier utility services (+/-570 LF). The existing water lines at the project site between the pump shed and bulkhead are currently unserviceable and require full replacement. In preparation for the potential electrical service replacement, the Town is proposing the installation of an empty electrical conduit in the utility trench proposed under this amendment for future electrical services. The utility work included as part of the amendment will be performed entirely landward of the bulkhead and will follow the construction sequencing listed below: 1. Install temporary erosion controls around anticipated trenching and temporary stockpiles 2. Begin trench work from the Pump House to the bulkhead tie-ins, trench work to include: a. Removal of existing pavement, concrete, and fill utilizing trench details outlined in the Town of Barnstable DPW Water Supply Division Detail #02; b. Install proposed water line and electrical conduit; and c. Backfill trench and restore existing site conditions. 3. Restore the project site to preexisting conditions by repaving, replacement of the existing concrete walkway, and reseeding. The utility work is anticipated to temporarily impact approximately 400 sf of area within the 50’ resource area buffer zone which lies within Land Subject to Coastal Storm Flowage (LSCSF). Resource area performance standards for the proposed work included in this amendment are detailed below. The utility replacement installation will be performed utilizing trench details outlined in the Town of Barnstable DPW Water Supply Division Detail #02 (included in the attached project plans) with appropriate erosion controls for trenches and excavation stockpiles. Following trench work, the site will be restored to pre -construction conditions. Land Subject to Coastal Storm Flowage (310 CMR 10.02) The WPA defines Land Subject to Coastal Storm Flowage (LSCSF) as land subject to any inundation caused by coastal storms up to and including that caused by the 100-year storm, surge of record, or storm of record, whichever is greatest. The area mapped by the Federal Emergency Management Agency (FEMA) on community Flood Insurance Rate Maps (FIRM) as the 100-year floodplain within the coastal zone are included within LSCSF. The project site is located within FEMA Flood Zone AE El. +13’ North American Vertical Datum of 1988 (NAVD88), and Zone AE El. 11’ NAVD88. There are currently no regulations of performance standards for LSCSF. The proposed work is not anticipated to alter the flood storage of eroded land and/or storm damage prevention capacity of the site, or existing drainage patterns. Buffer Zone (Ch. 237) The proposed project does not include any permanent impacts within the resource area buffer zones. All work located within the inner (50’) or outer (100’) buffer zones of coastal resource areas will be temporary in nature and will only include staging areas for the proposed Bulkhead repairs. The proposed project adheres to the values and interests of Chapter 237 of the Code of the Town of Barnstable as follows: ✓ Erosion and sediment control: The proposed work includes trenching for the installation of utilities. During trenching activities, appropriate erosion controls will be installed. Following construction activities, the site drainage patterns will be returned to existing conditions. ✓ Wildlife: There are no anticipated permanent impacts to the existing wetland wildlife. ✓ Recreation: The proposed project will not adversely affect recreational activities. ✓ Aesthetic: There are no anticipated aesthetic changes anticipated with the proposed project. ✓ Agriculture: There is no agriculture within 100 feet of the proposed activity. ✓ Aquaculture: The proposed project will not impact the growing, raising, breeding, storing, or producing of specified aquatic or marine organisms. ✓ Historic interests: The proposed project will not impact historic interests. The additional work included in the amendment will be performed alongside the bulkhead work at the project site outside of the TOY restrictions established in the OOC. Most of the trenchwork included in this amendment is proposed within the limit of the approved temporary construction area along the backside of the bulkhead in the pedestrian walkway area. Anticipated temporary impacts outside of the previously approved temporary construction area total approximately 400 sf of LSCSF and 50’ buffer zone. It is proposed that the duration of temporary impacts to resource areas be minimized by conducting the work outline in this amendment concurrently with the work previously approved in OOC SE3-6206. We respectfully request that the Commission issue this amendment to the OOC for the incorporation of the utility work at the site and look forward to discussing the project with the Commission at the November 12th public hearing.
